A&H Housing Development Partners provides planning and management services to affordable housing agencies including preparing annual grant applications, performing administrative and management services, utility allowance studies, federal reporting, and compliance training.
Don Alexander served as Executive Director of the Crossville Housing Authority organization from 1990 until 2017. CHA provided affordable rental housing to low income people in several counties. The organization has implemented several programs that assisted low and median income families to become homeowners. Alexander guided, directed and managed the daily operations of the organization, ensuring all programs were in compliance. Alexander is a leader in advocating assistance for the elderly to prevent premature admission to nursing homes. He is a leader in advocating for programs that provide housing for aged out foster children. Alexander is one of the founders of the Tennessee Statewide Affordable Housing Coalition and has served as its chairman and remains on that board. Through his leadership the Crossville Housing Authority organization has become one of the most active housing organizations in the state. As communities were faced with economic challenges the organization grew from serving about 300 families to serving over 1200 families. This was accomplished through an assortment of funding tools including FHLB AHP, THDA HTF, LIHTC, CITC, HUD 202, RD 515 to name a few. The organization became a leader in addressing the homeless challenge by identifying needs and providing services and continues to provide HMIS and advisory services to the 18 county continuum of care. The organization provides Shelter Plus vouchers to the 18 county continuums and has community supportive homeless programs in 4 counties. Alexander is a past President of Tennessee Association of Housing & Redevelopment Authorities and served on the Home Loan Bank of Cincinnati Advisory Board until 2017. Alexander is board chair of LBJ&C Head Start that serves 12 counties in the Upper Cumberland. In 2010 Alexander was awarded the THDA Tennessee’s Best Award as Outstanding Advocate. In 2016 the Crossville Housing Authority organization was again honored with a THDA Tennessee’s Best Award for Remarkable Achievement-Rural. In 2016 Don Alexander was inducted into the Tennessee Affordable Housing Coalition Hall of Fame. He holds a bachelor's degree from the Kansas State University and has 40 years of managerial experience 27 years as executive director of the Crossville Housing Authority.
Thomas E. Hale served in the U.S. Marines from 1970 to 1974. He received an honorable discharge as an E-5 sergeant in 1974. Hale received a Bachelor of Science degree in Accounting from the University of Tennessee at Knoxville in 1978 before becoming a licensed CPA in 1981. He practiced as a sole practitioner in his CPA firm in Crossville, TN from 1981-1986. Beginning March 1985 through February 1989 he was the general manager of a manufacturing concern with $20 million in sales and 300 employees. During that time he sold his CPA practice, created and managed a state-chartered credit union. Hale completed law school in 1987 at the Nashville School of Law. After law school he has practiced law primarily in the areas of business transaction law, formation management and dissolution, state and federal taxation, estates and trusts, and elder law. In addition to maintaining a busy law practice, Hale also served as chairman of the board of the Crossville Housing Authority organization for over 20 years. He has served on the TAHRA Commissioner Training Committee. He chaired the committee for two years. His vast legal and financial knowledge and experience have been invaluable to the Crossville Housing Authority organization. Since his appointment in February, 1993 Hale has overseen the tremendous growth of the organization. The organization has increased the number of programs required to give residents a hand up in the community. The number of employees has increased accordingly from 15 to 105. Hale was able to evaluate each step of that growth. Hale advised staff at each step, whether it was an acquisition or a construction deal. He always made sure each step was the correct step for the organization as well as the communities hosting the programs. Through his unique skill set he was able to provide guidance and expertise not available to many organizations. He has identified opportunities for expansion for the housing authority board, and cautioned against transactions that were not a good fit for the organization.
